Why didn't everyone insist that Gen Petraeus be sworn in? Isn't that the protocol?

Secondly, what the hell is this? According to Think Progress,
"At the Senate Armed Services hearing on progress in Iraq today, Sen. John Warner (R-VA) asked Gen. David Petraeus, the top commander in Iraq, “if we continue what you have laid before the Congress, this strategy, that if you continue, you are making America safer?” “Sir, I don’t know actually,” replied Petraeus, adding that he is solely focused on the mission in Iraq. "
Perhaps the general was being truthful (in a backhanded way) because he contradicted the administration. His answer meant, "no."

What else stood out?
I'm a bit late catching up on yesterday's events as my 9/11 surprise was that a transformer exploded quite loudly during a particularly strong storm yesterday and I was without power for most of the day and evening.
